Strengthening Governance of Health Insurance Data Management in Ghana, KOFIH Feasibility Team Engages NHIA and Key Stakeholders | 12/4/2025

The National Health Insurance Authority (NHIA) has hosted a feasibility team from the Republic of South Korea as part of preparations for the next phase of its collaboration with the Korea Foundation for International Healthcare (KOFIH). The proposed project aims to strengthen governance of health insurance data management in Ghana, supporting the country’s drive toward Universal Health Coverage (UHC).

The KOFIH delegation visited Ghana to engage key stakeholders and conduct a feasibility study for the upcoming phase of the NHIA–KOFIH partnership. Their mission focused on assessing how the project could enhance policy development, research, data integration, and membership mobilization to accelerate Ghana’s progress toward UHC.

During their visit, the team met with the Ministry of Health, followed by a detailed working session with the NHIA. They also interacted with major NHIA Directorates expected to play central roles in the project, including Research, Policy, Monitoring and Evaluation (RPME); Management Information Systems (MIS); Claims; Finance; Quality Assurance; and Membership & Regional Operations (MRO). As part of the feasibility assessment, the delegation toured NHIA’s ICT infrastructure at the Head Office to gain insights into the Authority’s digital innovations and operational systems. They also visited the Claims Processing Centre (CPC) to observe firsthand the Claim-IT platform and engage staff involved in claims management.

A visit to the MRO Directorate provided an overview of the membership dashboard and enrollment performance indicators. To further understand data flow at the operational level, the team visited the Osu Klottey District Office, where they observed membership registration processes and data capture mechanisms. These site visits offered a clear picture of how data is currently generated and stored across siloed systems. NHIA staff from the various Directorates emphasized the need for a more integrated and efficient data management system.

The proposed project is structured around four key components:

• Evidence-based policy and research

• Community engagement

• Integrated data management system

• Knowledge exchange and capacity building

During the debriefing session, the KOFIH team commended NHIA for its robust systems and innovations while acknowledging the challenges that make data integration both necessary and timely. The Deputy Chief Executive for Operations expressed appreciation to KOFIH for its continuous support and conveyed confidence that the project’s next phase will receive approval for implementation by 2027. Together, NHIA and KOFIH reaffirm their commitment to strengthening health insurance governance and advancing Ghana’s mission to achieve Universal Health Coverage.
