National Health Insurance Scheme



A seventeen member Board of Directors for the National Health Insurance Authority (NHIA) appointed by the President of the Republic has been duly inaugurated. The event which was held on Friday, June 30 2017 at the head office of the Authority in Accra saw members sworn in  from the Ministry of Health, Ministry of Finance, Ministry of Gender, Children and Social Protection , NHIA, Ghana Health Service, National Insurance Commission, SSNIT, Medical and Dental Council, Pharmacy Profession, Legal practitioners, organized labour and the President’s nominees.


The Vice President Dr. Alhaji Mahamadu Bawumia who inaugurated the board members on behalf of the President charged the new board to assist in implementing the government's policy and advise the government on decisions that will enhance the NHIA.


Dr. Alhaji Mahamadu Bawumia urged them to bring on board their full expertise to revive the scheme back to its core mandate of providing efficient and better health care delivery.  He noted that the newly appointed board comes in at a very critical time where the scheme is faced with significant challenges which need to be managed better. He said the President has a clear vision on health care delivery and  as such is expecting that the limited resources allocated for the operations of the NHIS is properly spent to benefit subscribers of the scheme.


He said “.....the NHIS is suffering and we’ve got to prevent this steady creeping towards cash and carry and resuscitate the scheme. You've got to put together your minds and efforts so we can work together to rescue the scheme, to resuscitate it and to improve it and make it benefit the masses of our people. They're really relying on us and we cannot afford to disappoint”.


The board chairman Professor Yaw Adu-Gyamfi who spoke on behalf of the newly inducted board expressed his gratitude to the President and said despite the number of challenges facing the authority they will work hard with management of the NHIA to resolve the challenges bearing in mind the vision of universal health insurance coverage.


The Board which is chaired by  a former President of the Ghana Medical Association, includes the Chief Executive of the NHIA, Dr. Samuel Yaw Annor, a Deputy Minister of Health Kingsley Aboagye-Gyedu, a Deputy Minister of Finance Abena Osei-Asare, Director-General of the Ghana Health Service, Dr. Anthony Nsiah-Asare, and the National Insurance Commissioner, Lydia Lariba Bawa.


Others are Dr. Dennis Addo of the Social Welfare Department, Kwasi Ampedu-Kissi of SSNIT, Dr. Isaac Charles Noble Morrison of the Medical and Dental Council and Rev Richard Kwasi Yeboah representing organized labour. President Akufo Addo also appointed Dr. Sylvester Yaw Oppong and Joyce Zimpare to the Board.


The rest of the members are Anna Pearl Akiwumi-Siriboe, a legal practitioner, Dr. Nicholas Ankomah Tweneboa, a health professional, Vahandi -Naa Dr. Mohammed Nantogmah Mahama, also a health professional and Kwasi Asante with a Finance background.
The constitution of the Board forms part of the constitutional mandate as required by the NHIS Act 852.
